Global Health Briefing Paper (30%)
Students will write a briefing paper on a global health (GH) issue within a country.
A briefing paper is a concise summary of research findings, written for an
informed, although not necessarily an expert, audience. Briefing papers are
targeted toward a specific audience and for a specific purpose. Briefing papers
update readers on an issue�s current status and get readers up-to-speed on the
background of an issue.
Assignment: You are a nurse working for the Canadian Nurses Association
(CNA) in a policy position. You have been asked to prepare a briefing paper for
the CNA Board of Directors that offers background information, analysis, and
recommendations on a global health issue within a country of your choice.(NIGERIA) It
should be a maximum of 5 pages (excluding references, title page,
appendices). The briefing paper should follow the outline below:
1. Introduction/Issue Section: An introduction and brief summary of the
issue/problem/recommendations that the CNA needs to address. This paragraph
should be a single paragraph that summarizes for the CNA Board of Directors all
of the points you want to make.
a. What is nature and magnitude of the problem?
b. Who is affected by it?
c. What are the risk factors for the problem?
d. What are the economic and social consequences of the problem?
e. What priority steps do you recommend be taken to address the
problem and what is your rationale for these recommendations?
The introduction/issue section may look something like this:
�About AAA people die every year of TB in _______ (country). The incidence of
TB is YYY. About UUU people in _____ (country) get drug-resistant TB every
year and about HHH% of those who are infected with HIV have active TB
disease. TB affects largely the urban and rural poor and stems from poverty,
general ill health, and the lack of coverage of our health services. TB causes
illness for an extended period, stops people from working, causes them to spend
large amounts on health, and leads many families into poverty. DOTs is a low
cost approach to TB diagnosis and treatment that is not used sufficiently. We
must immediately expand the DOTs program, starting in the north, where the
disease burden is highest. We must increase case detection and treatment
success rates. We must also pay special attention to the diagnosis and
management of drug-resistant TB and to TB/HIV co-infection.�
2. Background Section: This section includes the background information the
CNA Board of Directors needs in order to (1) understand the full scope of the
problem/issue and (2) understand your rationale for the priority steps you
recommend.

a. Give a brief overview of the major burdens of disease in the country.
Justify why the GH issue you selected is of health importance in the
country.
b. Describe your global health issue in a comprehensive manner. Present a
thorough summary of recent academic literature on your GH issue, which
includes an understanding of the social, political, economic and
environmental challenges (think of SDOH) that hinder improved health
status.
c. How and why is your GH linked to or influenced by globalization forces?
d. What are implications for local / global health?
3. Conclusions and Recommendations: This section includes a summary of
main points but focuses on what actions you recommend.
a. Describe a strategy that the country�s government and/or
nongovernmental organization (NGO) undertook to deal with the GH issue
you identified.
b. Evaluate its effectiveness, strengths and weaknesses. Was it an upstream
approach, did it aim to reduce health disparities and promote health?
c. In evaluating the strategy undertaken by the country to solve its GH issue,
take into account the country�s public health and/or healthcare system.
d. Propose one alternative recommendation. Remember to critically evaluate
the role of nurses and nursing in contributing to health of your chosen GH
issue.
e. Is your alternative recommendation feasible in the country? Are global
solutions needed for your issue of concern or can the country you
identified solve its problem locally?
f. Provide justification for your answers
