A successful plan of attack must include a motive. In this project, the motive is modeled after a possible terrorist scenario. Terrorists might decide to declare “judgment” on the city of Omaha and conduct an attack that leaves the city reeling from the sudden magnitude; a shock and awe campaign on your one target. While such an attack might not last long in duration, its objective instead is to overwhelm the population with its sudden ferocity and scale, and strike a deep-seated fear into the population.

With the motive being established, a likely target needs to be found, and the methods in which these attacks could be carried out need to be articulated.
