Incident Action Plan: Phase 3

This assignment is Phase 3: Develop the Plan of the IAP. As previously stated, the IAP contains five phases with the final submission due in Unit VIII. See the Unit VIII assignment instructions for more details about the final requirements for the IAP. You will complete Phase 3 in this assignment. Refer to the FEMA Incident Action Planning Guide, specifically Phase 3.

For this assignment, you will begin developing the plan, which is Phase 3. Normally, in this phase, the incident commander would delegate planning responsibilities to the primary staff based on the size, scope, complexity of the incident, and the particular FEMA programmatic expertise required. However, in this assignment, you will be responsible for the planning responsibilities. Appendix F: Planning Responsibilities Checklist, in the textbook National Incident Management System: Principles and Practice (pp. 265–267), provides a checklist to help in the planning of strategies to achieve incident objectives needed to begin Phase 3.

Also in this assignment, you will prepare a well-organized and thoughtful summary/narrative consisting of two sections. The first section will consist of a one-to-two-page narrative for Phase 3 of the IAP. This narrative should expand on what you are learning during this course, so you can understand the issues with life experiences from the emergency services and emergency management.

In your narrative (meeting), review the work assignments to determine whether they are complete and whether they support the incident objectives and strategies. Identify any gaps or duplication of work assignments, and resolve any conflicts or coordination issues. In the narrative, make sure resources are identified correctly (resource identifier), and when there are multiple resources of the same kind and type, make sure there is an individual identifier assigned. Address resources and logistical issues, and identify shortfalls, excesses, safety issues, and the accuracy of the incident map. In this phase, correct any issues that you may have overlooked.

Refer to the opening paragraph of the FEMA Incident Action Planning Guide (p. 22), concerning operational planning. As part of this process, you will need to complete ICS Form 215 and 215A and submit to the instructor. Any information not provided in the background information, such as agency organization representatives, can use your organization’s personnel or another organization. Also, on Form ICS 215, you insert the start date (month/day/year) and time (using the 24-hour clock [e.g., 4:00 PM is 1600 hours]) and end date and time for the operational period to which the form applies with the date that you are developing the plan. In addition, enter the time (24-hour clock) that resources are requested to arrive at the reporting location, based on how long it would take for your agency to respond. Remember to add the time mentioned in the background information to your hours.
