And, explain its history (briefly), ideology, goals, targets, organization, approaches, strengths and weaknesses, and its likely actions in the near and longer-term.

Step 2: Craft a high-level counter-terrorism strategy that will most effectively address the terrorist threat that you have assessed in Step 1.
