Health care reform continues to be a highly debated issue in the United States. Universal Health Care coverage has been passed.

  • One of the positive benefits with health care reform is that it promotes performance outcomes. Quality of Care is the focus. Providers and health care organizations are measured on their performance. Improvement processes will increase the success of the organization (Sennett, 2010). Quality of care increases the value of the health care received by a provider or organizations outcomes meet or exceed the benchmarks. The consumer (patient) and insurance company expect cost to be kept down and to receive quality care. One of the negatives affects both health care workers and patients. The Affordable Care Act will impact the workforce by tasking them with seeing more patients. In order for more patients to be seen patients will have less time to spend with their provider and decreased access to their provider (Anderson, 2014).

  • The Patient Protection and Affordable Care Act (universal care), also known as Obamacare was passed in 2010 by the 111th Congress and has had both positive and negative impacts on our society. The most positive aspect is the ten “essential health benefits” that must be included in health insurance plans. These ten “essential health benefits” are: ambulatory patient services, emergency services, hospitalization, maternity and newborn care, mental health and substance use disorder services, including behavioral health treatment, prescription drugs, rehabilitation/habilitative services and services, preventive and wellness services and chronic disease management, and pediatric services (including oral and vision care). The benefits for mental health and substance abuse disorders, maternity care and habilitative services for example are often not in many plans. In addition, some people had medical insurance, but no prescription drug coverage. Most importantly to note, all of these “essential health benefits” come with no annual or lifetime caps. One of the most unpopular aspects of the Patient Protection and Affordable Care Act was the debate over the individual mandate enforcing it through a tax penalty that was often deemed by some as unconstitutional. However, in 2017, Congress passed the Tax Cuts and Jobs Act, that eliminated this penalty, effect January 1, 2019. Also, in order to cut costs during implementation, many insurance companies decreased the number of providers in their networks, leaving consumers with less in-network providers to select from. Lastly, some people lost their plans because the plans did not meet the requirements, but they do not need maternity care for example, so one can argue that they should not have to pay for benefits they do not need and/or intend to use.
