fire prevention through the code process

Watch the two videos and read the article then answer the following questions.

  1. What do you perceive as the main focus of Township Supervisor Gail McCauley’s against requiring fire sprinklers? What were some examples?
  2. What did she say happened at the ICC Code Hearings? What did Assistant Fire Marshal Ian Hardage say about the credentials required for the people that voted?
  3. Why do you think the same people that voted for the sprinklers voted for the reduction in the fire rating on the previous vote?
  4. What were some of the statistics that Denis Onieal quoted? What statistic impacted you the most?
  5. After reading the article, what incentive is there for contractors and developers to install fire sprinklers?

Full Testimony– Gail McCauley, township supervisor, White Township, Indiana County, PA, describes the corruption of the ICC building codes meeting in Minneapolis in September 2008 during testimony before the PA Senate Labor & Industry Committee, Oct. 2009.

On February 8, 2011 Denis Onieal the Superintendent of the National Fire Academy spoke at the Pennsylvania Fire Sprinkler Rally with the Pennsylvania Fire and Emergency Services Institute after the fire sprinkler regulations passed. That was three years after residential fire sprinklers were passed by Code Adoption at the ICC hearings. Many States fought the fire sprinkler legislation. It did pass in Pennsylvania and went into effect January 1, 2011. It was repealed later in the State. Listen to the statistics that Superintendent Onieal presents.

This is an interview with Assistant Fire Marshal Ian Hardage. We consider Ian to be a Fire Code expert in the area of code hearings and adoption. He is the person that usually attends all of the hearings and for NorCal FPO’s as well as for Sonoma County. We are lucky to have him in our group.

All the dates sound confusing because of the adoption, then repeal, then actual the date taking effect which was January 1, 2011.
