SolidWorks allows you to reorder the nodes of a features tree by dragging a node up or down the tree and dropping it before or after another node. SolidWorks allows you to shuffle the tree nodes as long as you do not violate the model topology (i.e., you cannot create an extruded cut if you do not have an extruded boss/base, or material, to cut from).
